Questions: can plaque be removed from cat's teeth?

Thank author of this post/commentMy cat has plaque building up on his back teeth. The vet said that maybe next year he will need a 'surgical' procedure to remove the plaque. Are there any ways to prevent such 'surgical' procedure? Also, if anyone has brushed their cats' teeth....any tips. Thank you!!
